The new high school site (
Click here; Site "J", the Lazy "A" Ranch Site) is a few hundred yards East of Honey Hill Ranch Road... it is just East of Albertsons, located on the South side of Alpine Blvd. The new 12th HS Site straddles The Viejas Creek.

It consists of 92 acres gross; 47.8 acres net...
And is tentatively planned to have 23.8 acres for physical educational facilities, 10.4 acres for education buildings and grounds, and 13.6 acres for parking and roads.

State of California Screening and Ranking Criteria for School Sites

To help focus and manage the site selection process, the Department of Ed.developed screening and ranking procedures. The procedures were created on thebasis of the following criteria, which are listed in the general order ofimportance:

Safety
Location
Environment
Soils
Topography
Size and Shape
Accessibility
Public Services
Utilities
Cost
Availability
Public Acceptance

It is not our (the public's) decision to make on which site is selected. That decision will be made by the Grossmont District and the State ofCalifornia following the established procedures for site selection used forevery school site in the whole state.

Thorough studies must be conducted to assure that whatever site is chosen meetsthe standards set by the State.  They have lots of experience doing this,having chosen every school that exists today. The best thing our community cando to assist in the process is to provide any information that may help the District and State in their study.

The objective of the AHSCC;

To achieve an exemplary high school for the students, and communities of Alpine and Blossom Valley in the fastest, most economical and effective means possible.

In meeting the AHSCC objective;

The Communities of Alpine and Blossom Valley, and the GUHSD should support the site suggested by the Final -- Environmental Impact Review;  (F-EIR)... as the site to submit to the State of California's Dept. of Education...

And as the best site for construction of the new 12th Alpine/Blossom Valley area high school.

Public opinion is low on the list, and is usually only considered when"all things are equal" between sites, a condition that rarelyoccurs.  A coalition's petition would fall in that category.

More important are issues of traffic, soil condition, hazardous waste, powerlines, student accessibility, etc...  

The unity of the Alpine community is far more important than who is right aboutthe placement of the site, in which we have no ultimatesay.

 CRITERIA: An explanation of these criteria is inAppendix A,
Site Selection Process. Appendix A also contains three work sheets created onthe basis of a screening and ranking procedure developed by School FacilitiesPlanning Division (SFPD) staff.

The first work sheet, Site Selection Criteria, outlines the 12 major criteria listedabove, with several secondary criteria listed as subtopics. The secondarycriteria have been designed to help the selection team define more clearly thefactors that must be considered and understand better the types of data neededin the selection and acquisition of the school site.

After considering both the primary and secondary criteria, the site selectionteam should be able to rank the sites in order of acceptability by completingthe next two work sheets, Site Selection Evaluation and the ComparativeEvaluation of Candidate Sites.

Although the criteria contained in Site Selection Criteria are not the onlyones a site selection team should consider, the team might find those criteriauseful when explaining to school boards and other interested entities how theselection process was accomplished. School districts purchasing the site withstate funds will find the criteria helpful when screening available sites andin identifying at least three acceptable sites.

Districts not applying for state funds are not required by Education CodeSection 17251 to review a specific number of sites. However, the CaliforniaEnvironmental Quality Act requires that alternative sites be reviewed in theEnvironmental Impact Report (EIR). Prudence suggests that identifyingalternative sites is a desirable procedure, and the Department recommends it. hereis the state website:
